Membership Terms

(Applicable to all Children Centres, and Children and Youth Integrated Service Centres of the Association)
Qualification
All registered members must be Hong Kong residents without age limits. Applicants under the age of 12 must obtain consent and confirmation from their parents/guardians.
*Memberships for children and young people aged 6-14 / 6-24 and their families will be counted to the membership numbers of the children's centres / children and youth integrated service centres submitted to the Social Welfare Department.
Membership Registration
1. Download BGCA Fans app or register on the BGCA Fans website. If parents/guardians want to register together with children, they are recommended to be the first applicant.
2. For applicants under the age of 12, to complete the registration procedures, their parents/guardians shall receive an email or SMS link to agree and confirm the application. In addition, registered family members over 18 years old, can complete the registration procedures by themselves via an email or SMS link.
3. To verify identity, members can choose between uploading identity documents (e.g. birth certificate, ID card, student handbook, etc.) to BGCA Fans APP/website, or showing the documents to our service unit staff.
Once the verification is completed, system will delete the documents automatically.
4. Once the registration is completed, the membership will be effective immediately and valid until March 31 of the following year.
Family group
For applicants aged 18 or above, during registration or after login, they can create family groups and add members into the family groups. This is for managing family member accounts and using other system functions.
The family role of group members includes child / parent / grandparent / grandparent / guardian. A guardian must provide supporting documents (e.g. student handbook, statutory documents) or the signed Letter of Guardian Authorization (C04 form). If the guardian is changed in the future, the member must inform our staff as soon as possible.
Membership Renewal
The membership will be automatically renewed on April 1st each year and be valid until March 31st of the following year. Members will receive this notification and may withdraw from the memberships with our staff’s assistance if they do not accept the arrangement.
Information amendment
To update personal information, members can either login to the BGCA Fans app/website or visit our service units for assistance. To sustain our service quality with accurate information, members are recommended to update their personal information annually.
Withdrawal
To terminate memberships, members may either submit the Withdrawal Request Form (C05) through BGCA Fans app/website or at our service units. Members may retreat the withdrawal application with our staff’s assistance within 14 days*, otherwise the withdrawal application will be effective after 14 days*.
*The 14 days are calculated according to "calendar days". For example, if the withdrawal application is submitted on February 1, the last day to cancel the application is February 15, and the membership cancellation procedure will be executed on February 16 (If it is a non-working day, it will be postponed to the next working day).
"Fee Waiving Scheme"
Targets and valid supporting documents :
- Families receiving "Comprehensive Social Security Assistance (CSSA)" - Provide a valid "Certificate of Comprehensive Social Security Assistance Recipients (for Medical Waivers)" issued by the Social Welfare Department.
- Families receiving the "Financial Assistance Schemes for Primary & Secondary Students (The School Textbook Assistance (TA) Scheme)" of the Student Finance Office - Provide the "Notification of Result" or "Eligibility Certificate" issued by the Working Family and Student Financial Assistance Agency of the year.
- Families receiving the "Kindergarten and Child Care Centre Fee Remission (KCFR) Scheme" of the Student Finance Office - Provide the "Notification of Results" issued by the Working Family and Student Financial Assistance Agency of the year.
- Families receiving the "Working Family Allowance Scheme" - Provide the "Letter of notification of application result" issued by the Working Family and Student Financial Assistance Agency within the last 6 months.
- Low-income families (the total household income is 75% or less of the median monthly household income of government households) - provide the following two proofs: (1) Proof of family income in the last 3 months, for example: bank book, payroll slip or legal affirmation record, etc., (2) Proof of household size
- Families with special needs (Other non-economic factors) - Recommended by the case worker, and approved by the Center-in-Charge according to the actual situation and difficulties of the families.
Funding scope:
- The qualification will be valid within a year from the approval date. Qualified members (i.e. low-income family fees) can enrol activity with a discounted fee where the activity fee waiving quota is available. Fee waiving quota will be processed on a first-come-first-served basis.
Application Procedures:
- Applicants may submit the supporting documents by uploading on BGCA Fans apps/website, or process the application at our centre in person.
- The supporting documents must show the name of the applicant and/or their family members within the valid periods.
- The service units reserve the rights of the final decision on the fee waiving scheme.

Personal Information Collection Statement
The Personal Information Collection Statement (PICS) is a statement given by BGCA to be presented to the individual, the data subject, on or before collecting the personal data from that data subject, whether known or unbeknown (e.g. through the use of cookies). The PICS in both English and Chinese are required in paper form or webpage, or in a notice posted conspicuously near the counter where collection of personal data occurs.
Purpose of Collection
- The information collected from you will be used by BGCA for all purposes related to your use of BGCA’s services.
Obligatory or Voluntary to Supply Personal Data
- Provision of personal data by you is voluntary. Please note that it is mandatory for you to provide personal data marked with asterisks(*). In the absence of your complete and accurate personal data, we may not be able to provide you with the services you require or it may also result in being deferred or rejected.
Disclosure of Personal Data
- The data collected will be kept in confidence. We will not provide your personal data to third parties for any purposes without your consent.
- We may disclose data when required by law or other government and regulatory authorities; or if explicit consent to such disclosure is given by the data subject.
Rights of Access and Correction of Personal Data
- You have the right to request access to and correction of information held by us about you. If you wish to access or correct your personal data, please submit are quest to the Unit/Centre staff.
Retention of Data
- We will only retain your personal data (data) to achieve the purpose stated in the collection of data. If the data is no longer required for the purpose, we will erase the data according to the time period as stipulated in the internal guidelines of BGCA.
